Clarification on Demand Notices and Migration to New Digital Payment Platform

Abia State Government / Cnaff Global Resources Ltd. – 29th October, 2025

The Government of Abia State and management of Cnaff Global Resources Ltd wishes to inform the general public, particularly taxpayers in Osisioma Ngwa, Ohafia, Isiala Ngwa North, Aba North, Isuikwuato, Ukwa West, Umuahia South, Ikwuano, and Ugwunagbo Local Government Areas, of the ongoing transition to a new digital revenue collection system.

This announcement also serves as an official warning against the circulation of fake demand notices currently being distributed across these LGAs.

Affected Local Government Areas

The new digital revenue collection and verification system applies to the following nine (9) Local Government Areas of Abia State:

1. Osisioma Ngwa 2. Ohafia 3. Isiala Ngwa North 4. Aba North 5. Isuikwuato 6. Ukwa West 7. Umuahia South 8. Ikwuano 9. Ugwunagbo

In line with the directive of His Excellency, Dr. Alex Chioma Otti, OFR, Executive Governor of Abia State, to modernize and simplify the State’s revenue collection system, the Abia State Government through the Board of Internal Revenue Service has appointed Cnaff Global Resources Ltd. as the official super-agent for revenue management and collection in the aforementioned Local Government Areas.

This initiative forms part of the administration’s commitment to transparency, accountability, and efficiency in public revenue administration. The new system introduces a secure, fully digital platform that automates taxpayer identification, billing, payment verification, and receipt issuance.

How to Identify Official Demand Notices

To prevent fraud and ensure the integrity of the payment process, all taxpayers are advised to verify the authenticity of any demand notice they receive.

✅ Official Demand Notices:
Each genuine notice bears a unique Payment ID and a QR code. When scanned, the QR code redirects taxpayers to the official Abia State payment gateway for verification and payment.

❌ Fake Demand Notices:
Any notice without a Payment ID or QR code is fraudulent and should be disregarded and reported immediately.

Important Information for Taxpayers

Re-Issuance of Valid Notices:

All individuals and businesses that may have received fake or outdated notices will be re-issued official electronic demand notices through the new system.

Payment Eligibility:

Regardless of whether you received a fake, old-format, or no notice at all, you are eligible to make payment using the new digital platform.

Validity Period:
Each demand notice remains valid for seven (7) days from the date of issuance.
Failure to make payment within this period will result in a court summons.

Authorized Payment Channels

To ensure secure and verifiable transactions, all payments should be made only through the following official channels:

Official POS Terminals operated by licensed agents

Secure Online Payment Gateways (accessible via the QR code or Payment ID)

Bank Transfers (initiated only through instructions provided on the official payment gateway)

Upon successful payment, an official digital receipt will be issued instantly, and an SMS confirmation will be sent to the taxpayer’s registered phone number.

Public Advisory

The Government of Abia State strongly advises all taxpayers, businesses, and residents to remain vigilant and make payments only through authorized channels.

Any suspicious or unofficial payment request should be reported immediately to the Abia State Revenue Helpdesk or Cnaff Global Resources Ltd. through official communication lines.
