About The Federal Character Commission (FCC) — Overview

The Federal Character Commission (FCC) is a constitutional body of the Federal Republic of Nigeria established to promote equity, fairness, and inclusiveness in the distribution of public offices, socio-economic amenities, and development opportunities across the country.

Constitutional & Legal Basis Established under Section 153(1)(c) of the 1999 Constitution of Nigeria (as amended).

Operationalized by the Federal Character Commission (Establishment) Act, Cap F7, Laws of the Federation of Nigeria.

Core Mandate

The FCC ensures that:

• Appointments, promotions, and recruitment into federal public service institutions reflect Nigeria’s federal character.

•No state, ethnic group, or region dominates others in federal representation.
National unity and cohesion are strengthened through balanced inclusion.

Key Functions

• Monitor and enforce compliance with federal character principles in MDAs (Ministries, Departments, and Agencies).

• Investigate complaints of marginalization or imbalance in federal appointments.
Issue guidelines and benchmarks for equitable representation.

• Advise government on policies affecting inclusion and national integration.
Sanction non-compliant institutions in line with the law.

Composition & Structure

• A Chairman and Commissioners drawn from all the states of the federation and the FCT to guarantee nationwide representation.

• Supported by a Secretariat with departments handling monitoring, legal services, administration, and research.
